It comes down to how decisions get made, who owns them, and whether anyone actually enforces them. This article argues that governance should be treated as the operating system of digital transformation. Drawing on years spent inside highly regulated engineering organisations, the pattern is consistent: the companies that transform successfully are not the ones with the most advanced technology stack. They are the ones with the clearest decision-making structure.
