In the UK, the tax collection agency, His Majesty’s Revenue and Customs (HMRC) has one of the largest and most complex IT estates in Europe, with over 600 systems, 800 Terabytes of data, 1,000 IT changes a month. The tech serves the needs of over 45 million citizens and in excess of 5 million business taxpayers - or it should.
In reality, HMRC has been engaged in decades of digital transformation programs to try to improve the efficiency and efficacy of its underlying tech stack, with decidedly mixed results.
