Maharashtra launches E-TDR platform to digitise development rights transactions
The Brihanmumbai Municipal Corporation (BMC), under the Maharashtra Urban Development Department, has launched E-TDR, a unified digital platform for Transfer of Development Rights transactions, with SoftTech Engineers serving as the technology partner.
The platform is designed to digitise the buying and selling of development rights within the BMC ecosystem and is expected to serve more than 18,000 registered developers and TDR owners.
Transfer of Development Rights is an urban planning mechanism through which landowners whose land is acquired for public infrastructure such as roads, parks and utilities can receive additional development rights as compensation. These rights can subsequently be used on other plots or traded.
The new platform brings the transaction process online, allowing buyers and sellers to participate in real-time bidding and negotiations before completing transactions through digitally signed contracts. It also integrates online payment gateways and stamp duty payments through the Inspector General of Registration system.
