Cold outreach advice tends to begin with what the seller can edit.

Shorten the subject line. Personalize the opener. Improve the CTA. Add another follow-up.

Those levers matter because they are visible, measurable, and easy to change. But they leave the more consequential question untouched:

What decision is the buyer being asked to make next?

Silence is the buyer’s lowest-cost option. It requires no explanation, calendar time, disclosure, or future interaction. A reply may create all four.

To the seller, replying can look like a minor step. To the buyer, it may look like permission for the sales process to continue.

A useful way to model this is as a sequence of buyer states:

Opportunity → relevance → evaluation → proportionate commitment → progression

This is a diagnostic sequence, not a compulsory funnel. Buyers may skip stages, pause, redirect the seller, or decide that no further action makes sense.
